ESMA said that the delay is caused by a number of
factors, including issues faced by trade repositories (TRs) applicants in ensuring the completeness of their applications. Registration of the first TRs had not been expected to occur until at least 24 September 2013, but ESMA does not now expect to be able to make those first registration decisions before 7 November. Consequently, the start date for reporting has been pushed back.
